The Local Government Code of 1991 is the cornerstone of local autonomy and decentralization in the Philippines, transferring significant powers and responsibilities from the national government to local government units (LGUs),
After three (3) decades of implementation, the LGC 1991 necessitates updating, mainly focused on:
- clarifying functional assignments, clearly delineating the function between national and local governments,
- enhancing revenue raising powers and capacities of LGUs,
- adjusting to the impact of Supreme Court Ruling on the Mandanas-Garcia Petitions and the ramifications of increased funding and capacity of LGUs,
- strengthening citizen participation to address persistent issues of accountability and corruptions,
- providing a standard monitoring and evaluation system to ensure support to the needs and priorities of LGUs and its constituencies ensuring that No is left behind.
The Department of the Interior and Local Government (DILG) Region IV-A is undertaking the Local Government Code of 1991 Review and Amendment Program (LGC RevAmP) in response to evolving challenges and opportunities in local governance. More than three decades since its enactment, the Code remains a cornerstone of decentralization in the Philippines—yet the changing landscape calls for a comprehensive and forward-looking review.
As part of this initiative, DILG IV-A is leveraging digital platforms to ensure broader participation and inclusivity in the consultation process. This online survey serves as an initial avenue for gathering insights, experiences, and policy recommendations from our key stakeholders, including Local Government Units (LGUs), Civil Society Organizations (CSOs), the private sector, DILG personnel, and the general public.
Your inputs are vital in identifying gaps, addressing emerging issues, and shaping reforms that will strengthen local autonomy, improve service delivery, and promote responsive and accountable governance.
This survey is part of a series of consultations that will be conducted throughout the year. By participating, you are contributing to a collaborative effort to enhance the Local Government Code and ensure it remains relevant and effective for present and future generations.
